A restructuring of responsibilities saw County Bus take over the controlling supervision of Southend Transport and Colchester Borough Transport from London & Country and, during 1998, this responsibility passed to Arriva The Shires with overall control of what was now Arriva East Herts and Essex. The Edmonton operation passed to the Arriva London group in a rationalisation of responsibilities within London. During 1999 the fleets of these various component operations were renumbered into a single series.
